The Fargo VA Health Care System is a Level 2, 39 bed medical facility, with a 38 bed Transitional Care/Community Living Center. Along with the main facility, there are nine Community Based Outpatient Clinics (CBOC's), with a tenth location which is planned to be opened in 2014.

The Associate Chief Nursing Services(ACNS) Extended Care & Rehabilitation (EC &R;) is accountable for the administrative, programmatic, clinical practice and operational oversight, coordination and leadership for extended care and rehabilitative services and programming. This includes direct and indirect supervision of staff encompassed in care delivery services of the Community Living Center, Community Nursing Home program, Home Based Primary Care program, Home and Community Health Care program, Adult Day Health Care, Medical Foster Home, Physical Medicine and Rehabilitation Services and Prosthetics Service. Oversight includes compliance with performance measures and regulatory, accrediting body and Veterans Health Administration standards, staff development and competency, and the overall quality, safety and value of services delivered by the EC&R; Service Line. The ACNS EC&R; will have representation on Medical Center and Service Line committees and groups and will have involvement in the planning, evaluation, implementation of care delivery and programming and the orchestration of change and improvements related to nursing practice and patient care. This leadership position is characterized by substantial and continuous responsibility and accountability for populations groups and programs that cross services and disciplines that influence the organizational mission and impact health care and outcomes of care.
Duties of the position include, but are not limited to:
Provides leadership in the development, implementation, review/revision of policy, protocols, procedures, standards of care, and competencies for complex and diverse programming and evaluates operational impact and outcomes.
Utilizing an analytical framework, participates in top management planning and decision making regarding patient care, resources, and operations in outpatient care delivery and nursing services.
Advises and assists in policy formation, review, communication, implementation, evaluation and the setting of priorities related to providing safe quality care at the Service Line, Medical Center and Network level.
Actively collects and analyzes nursing and patient care data to identify opportunities for improvements in nursing services, patient care outcomes, and satisfaction.
Provides leadership in addressing highly complex ethical issues that impact the patient and staff in or beyond the organization and the local health care community.
Manages program resources (financial, human, material, or informational) to facilitate safe, effective and efficient care
Forecasts requirements and resource needs necessary in long range planning and model development to align effective delivery of health care services. .
Acquires and maintains current knowledge relevant to the patient population served and principles & practices associated with health care delivery and associated improvement and redesign models and applications.
Provides a leadership role in professional, community and governmental bodies that shape health care policy and contributes to the development and improvement of health care delivery systems and patient outcomes.
Identifies practice and outcomes that can be improved and leads performance improvement process to improve and/or sustain clinical and administrative outcomes.
Demonstrates leadership in initiating action to improve and resolve obstacles in achieving safety and quality in patient care delivery
BASIC REQUIREMENTS:
U.S. citizenship.
Full unrestricted Licensure, Certification, or Registration required
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
EDUCATION/EXPERIENCE REQUIREMENTS:
Nurse IV - Master''s degree in nursing or related field with BSN and approximately 4-5 years experience or Doctoral degree in nursing or related field and approximately 3-4 years experience.

6 years of increasing complex and progressive clinical and leadership/management experience and foundations in nursing.
High degree of leadership, motivation, self-direction and initiative in the implementation and evaluation of programming that has the scope, impact and complexity at an organizational level.
Comprehensive knowledge of principles and practices of management and organizational development and change, with emphasis on the ability to work effectively with others, group process, team building, allocations of resources, and implementing evidence based practice and health care improvements.
GRADE DETERMINATIONS:
Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel.
